ENHANCING ENVIRONMENT MANAGEMENT THROUGH POLICY MEASURES
A separate Environment and Resource Conservation Policy focuses on internalizing EIA system and encouraging participation of NGOs and private sectors in EIA related works. The ninth plan has emphasized to discourage cultivation on unsuitable areas for farming and in erosion prone hills, and to implement progressive vehicular tax to control urban pollution. Emphasis has also been given to set-up environmental standards, establishment of information bank, identify environmental impact of fiscal and economic policies, develop a basis for the promotion of environment activities of NGOs and the private sectors, including expansion of environmental education from primary level to university level.
The plan has also emphasized on environmental heath program, development of institutional and procedural arrangement for the conservation and management of environment related conventions (NPC, 1997). These extended policy measures would open avenues to develop and implement environment friendly activities.
